Comment la PAC prend-elle en compte la production de biens publics en agriculture ?

A l’heure où est engagée une vaste réflexion sur le « produire autrement » visant le renouvellement des modes de production en agriculture et l’adaptation des modalités de leur accompagnement public, plusieurs enseignants-chercheurs ont écrit ouvrage afin d’alimenter la discussion sur ce que sous-tend cette notion de bien public en portant à la connaissance d’un large public, les résultats d’un programme de recherche (BipPop / ANR Systerra) sur la production de biens publics en agriculture, thématique qui a été au centre des débats sur la dernière réforme de la Politique Agricole Commune (PAC).

Contenu du livre :

La première partie de cet ouvrage vise à revisiter les différentes définitions du bien public en économie, sociologie et droit : au-delà d’un apparent consensus sur la définition du terme, il s’agit de montrer que le bien public est un construit social dont la traduction varie selon les époques et les territoires. La deuxième partie analyse, au travers de l’analyse-diagnostic des systèmes agraires, le processus de production/destruction des biens publics sociaux et environnementaux dans différents contextes agricoles en Europe. La troisième partie aborde, sous l’angle sociologique et dans différents terrains d’étude européens, les trajectoires de vie des agriculteurs et leurs contributions à appréhender, produire et gérer les biens publics présents sur leurs territoires. Enfin, la quatrième partie analyse l’influence relative de cette notion de biens publics pour renouveler la PAC et montre, dans le cas de la France, la filiation avec la multifonctionnalité. Cette partie aborde aussi l’utilisation différenciée de la notion de bien public par les protagonistes de la PAC et son poids dans le processus de négociation de la réforme de cette politique.

Cet ouvrage propose ainsi des repères pour comprendre la construction d’un nouveau compromis européen autour de la PAC. Derrière les discours, il s’agit de pouvoir de façon plus avisée, repérer l’ampleur des efforts à poursuivre pour que les aides de la PAC soient orientées vers les exploitations agricoles les plus  « vertueuses » du point de vue de la prise en compte des biens publics et mesurer la nécessité de renouveler en profondeur les outils de la PAC au-delà d’un simple « verdissement ».

Cet ouvrage s’adresse à toute personne curieuse d’interroger le renouvellement des modalités d’accompagnement des systèmes de production agricole. Il intéressera  les agriculteurs, les acteurs et associations du monde rural, les décideurs publics et responsables professionnels qui cherchent des clés de lecture de la PAC et de ses évolutions.
