La Commission européenne publie deux rapports sur l’impact potentiel de la nouvelle législation sur l’étiquetage de l’origine de certains aliments

Dans le contexte du règlement (1169/2011) concernant l’information des consommateurs sur les denrées alimentaires, la Commission européenne a publié deux rapports sur l’étiquetage obligatoire de l’origine des aliments. En conclusion, les deux rapports montrent que les avantages des nouvelles exigences d’étiquetage obligatoire de ces produits ne l’emportent pas clairement sur les coûts et avantages et que la solution la plus appropriée pourrait être les règles d’étiquetage volontaires.

Le premier rapport, rédigé par la DG AGRI, est axé sur la faisabilité des différentes options pour l’étiquetage obligatoire pour l’origine des produits laitiers et des viandes mineures (la viande de cheval, la viande de lapin et de viandes de gibier et les oiseaux, à la fois d’élevage et sauvage). Le rapport conclut que, pour les produits laitiers cette législation est considérée comme coûteuse et on ne sait pas ce si les consommateurs veulent payer plus pour des informations supplémentaires. Ainsi, il suggère que les options existantes pour l’étiquetage volontaire pourraient répondre à certaines demandes des consommateurs. Comme pour les «viandes mineures » le rapport pointe les coûts opérationnels supplémentaires qui s’additionnent à l’introduction de l’étiquetage obligatoire.

 Le deuxième rapport a été géré par la DG SANTE et explore la nécessité pour les consommateurs d’être informés sur l’origine des aliments non transformés, les produits et les ingrédients qui représentent plus de 50% d’un aliment à ingrédient unique. Ce rapport vient de mettre en évidence que les consommateurs sont intéressés par l’étiquetage d’origine pour toutes ces catégories d’aliments, mais moins pour la viande et les produits laitiers. Ce rapport analyse également les coûts et les avantages des règles d’étiquetage, en ce qui concerne l’impact sur le marché, à la fois intérieur et international. La conclusion est que l’étiquetage facultatif de l’origine combiné avec les régimes d’étiquetage de l’origine obligatoire existants pour des aliments ou catégories d’aliments est le moyen le plus approprié à mettre en œuvre à l’avenir. Pour lire ce deuxième rapport, veuillez cliquer ici.

Ces deux rapports vont maintenant être transmis au Parlement européen et au Conseil.Les conclusions des deux rapports en faveur des règles d’étiquetage volontaire renforcent l’approche d’Euromontana avec la mention facultative de qualité pour les « produits de montagne ».
