Lancement du Pacte Rural Européen : les autorités sont invitées à rejoindre la communauté !

En décembre 2021, la Commission européenne a officiellement lancé le Pacte Rural Européen de la Vision à Long Terme pour les Zones Rurales, une initiative dont l’objectif est de mobiliser les acteurs ruraux, de faciliter l’échange d’expériences et de dynamiser la revitalisation rurale.

La Vision à Long Terme de l’UE pour les Zones Rurales, présentée par la Commission européenne en juin 2021, est structurée autour de deux piliers principaux :

  • Un Plan d’Action Rural Européen combinant une série de mesures visant à rendre les zones rurales d’Europe plus fortes, plus vertes, plus résilientes et connectées. Les mesures annoncées comprennent par exemple la création d’une « plateforme de revitalisation rurale » et d’un nouveau guichet unique en ligne pour les zones rurales.   • Un Pacte Rural Européen visant à encourager tous les acteurs ruraux à agir, des autorités nationales, régionales et locales aux associations et aux citoyens. Le Pacte Rural Européen entend faciliter le dialogue autour d’expériences réplicables pour revitaliser les zones rurales.

En tant que tel, le Pacte Rural Européen peut donc être un outil pour promouvoir des approches locales adaptées à chaque territoire. Il pourrait encourager les États membres à adopter des agendas ruraux aux niveaux national, régional ou local, comme cela a déjà été fait en France ou en Catalogne. Cependant, le succès du Pacte Rural repose sur la capacité à mobiliser les autorités compétentes au niveau national, régional et local, car ce sont elles qui peuvent œuvrer pour les zones rurales.

La Commission européenne a lancé une invitation ouverte à toutes les parties intéressées à rejoindre le Pacte Rural Européen. Les autorités et toutes les parties prenantes peuvent exprimer leur intérêt jusqu’en juin 2022 et rejoindre la communauté du Pacte Rural pour partager des idées sur sa mise en œuvre. En juin 2022, la conférence de haut niveau du Pacte Rural présentera ces contributions et tirera des conclusions sur les actions à mener. Euromontana encourage donc tous les acteurs de la montagne, et en particulier les gouvernements nationaux, régionaux et locaux, à rejoindre le Pacte Rural Européen.
