Le vieillissement dans les zones de montagne : Euromontana partage ses recommandations avec la Commission européenne

La Commission européenne élabore actuellement un Livre Vert sur le Vieillissement, qui devrait être publié au premier trimestre 2021. Le Livre Vert s’appuiera sur les conclusions du Rapport sur les Conséquences de l’Evolution Démographique de juin, qui a identifié le vieillissement comme l’un des futurs défis pour l’Europe rurale.

Alors que la Commission européenne a ouvert une feuille de route pour recueillir les réactions en décembre dernier, Euromontana a fait part de ses réflexions et recommandations. Le vieillissement est un problème croissant dans certaines régions de montagne, en particulier dans les zones rurales qui perdent de leur attractivité et connaissent un important exode des jeunes et un processus de dépeuplement. Sur les 6 régions les plus vieillissantes d’Europe, 4 sont montagneuses : Evrytania (Grèce), Ourense (Espagne), Creuse (France) et Alto Tâmega (Portugal) ont un taux de population de plus de 65 ans supérieur à 30% (Eurostat, Ageing Europe, 2020).

Euromontana encourage donc la Commission européenne à prendre en compte les dimensions territoriales du vieillissement dans son Livre Vert afin de mettre en œuvre des stratégies de développement territorial qui répondent aux besoins des personnes âgées, notamment en :

  • Garantissant l’accès aux services de base en proposant des mesures visant à mettre fin à la désertification médicale, en facilitant la prise en charge des patients dans les régions transfrontalières et en encourageant le développement des transports dans les zones de montagne, y compris la multimodalité et les transports à la demande adaptés.
  • Soutenant le développement du secteur de la Silver Economie, y compris dans les zones rurales, par le biais des Programmes de Développement Rural de la PAC, des Programmes Opérationnels de la Politique de Cohésion et de la politique de compétitivité des PME de la Commission européenne. Les 70 bonnes pratiques recueillies par le projet Interreg Europe SILVER SMEs ont démontré l’importance des entreprises de la Silver Economie pour fournir des biens et des services adaptés et lutter contre l’isolement dans les zones rurales et montagneuses.
  • Promouvant le rôle des personnes âgées dans la vie des communautés rurales, en particulier par le biais du volontariat, de l’innovation sociale et des initiatives locales de développement rural.

En juin 2020, Euromontana a déjà fait part de recommandations plus détaillées à Dubravka Šuica, Vice-Présidente de la Commission européenne et Commissaire en charge de la Démocratie et de la Démographie, qui est responsable du Livre Vert sur le Vieillissement.
