Les Alpes ont-elles besoin d’un responsable du tourisme durable?

Le « sur tourisme», « la gestion intelligente des flux touristiques », « la protection des sites naturels » font partie des nombreux défis auxquels la région alpine est confrontée. Jusqu’à présent, différentes initiatives pertinentes ont été développées sur le territoire, des auberges écologiques aux Perles alpines en passant par les stations de ski respectueuses de l’environnement et AlpFoodWay. Ces initiatives couvrent toutefois une portée locale et reposent sur l’engagement de quelques personnes. CIPRA international souhaite connecter ces projets et en faire un réseau plus fort d’acteurs du tourisme durable dans les Alpes pour sensibiliser le public à cette question.

Le tourisme durable dans les Alpes reflète la diversité des organisations et des bonnes pratiques, mais il n’existe toujours pas de structure regroupant et reliant ces différents projets prometteurs au niveau alpin. Pour relever ce défi, la CIPRA a organisé une réunion d’experts en novembre 2018 à Innsbruck. Pour la première fois, des experts du tourisme de tous les pays alpins ont défini la mission et les compétences du poste, dans le but de soutenir la transition vers un tourisme durable au niveau macro régional.

Les experts ont mis en évidence une série de compétences et d’expériences nécessaires pour établir un profil de poste concret. En plus des compétences traditionnelles en tourisme, le profil du poste requiert également une expertise dans d’autres secteurs, tels que la mobilité durable, l’agriculture, l’énergie ou le changement climatique. La connaissance des écolabels touristiques et des certificats existants est également l’un des 16 critères définis.

« Les acteurs du tourisme ont besoin d’un visage, d’un interlocuteur pour les écouter », déclare Christian Baumgartner, expert en tourisme et vice-président de CIPRA International. Cet interlocuteur devra également trouver les bons outils pour soutenir, mutualiser et diffuser les différents projets de tourisme durable initiés dans la région. À la fin de la réunion d’experts à Innsbruck, la nécessité d’un chargé de mission tourisme durable dans les Alpes a été clairement confirmée, mais il reste quelques questions en suspens quant au financement de ce poste et à la possibilité ou non, pour le candidat choisi, d’être lié à des ONG ou à des associations touristiques locales.

Le projet « Tourisme durable dans les Alpes. Qui fait le travail ? » est mené par CIPRA International, en coopération avec les délégations suisse, autrichienne, française, italienne, allemande et slovène de la CIPRA. En collaboration avec des organisations partenaires, la CIPRA diffuse actuellement le profil de poste dans les Alpes, envoyant la balle dans le camp des autorités et des financeurs éventuels.
