Les Amis de EUSALP – EUSALP et le Juncker Plan: Plateformes d’investissement FEIS pour favoriser la croissance en Europe

Le 22 juin, 2016, Les Amis d’EUSALP ont organisé une présentation sur les investissements et la croissance dans la région alpine. L’objectif de la présentation était de discuter du Plan Juncker et des plateformes d’investissement pour le Fonds Européen d’Investissement Stratégique (FEIS), avec un accent particulier sur les régions alpines, mais également d’intérêt pour toutes les zones de montagne européennes. Les présentateurs incluaient Herbert Dorfmann, député européen, Andrea Mairate, Commission Européenne, DG Regio, Nikos Pantalos, Commission Européenne, DG Grow, et Luciana Tomozei, Banque Européenne d’Investissement.

Le Plan Juncker de la Commission Européenne met à disposition 315 milliards € d’investissements sur trois ans pour des projets européens dans le but de favoriser la croissance, l’innovation, et les opportunités à travers l’Europe. Le plan d’investissement est constitué de trois piliers : la mobilisation de financements, le soutien des investissements dans l’économie réelle, et la création d’un environnement favorable à l’investissement.

Le FEIS est essentiel pour le pilier sur la mobilisation des finances. Le FEIS a été lancé par la Commission Européenne et le Groupe de la Banque Européenne d’Investissement. Le FEIS permettra à la Banque Européenne d’Investissement (BEI) de financer des projets qui présentent un risque financier plus élevé que les activités ordinaires de la BEI. Ceux-ci comprennent des projets en :

  • Infrastructures, comme le numérique, le transport, et l’énergie ;
  • Education, recherche, développement, et innovation ;
  • Energies renouvelables et efficience des ressources ; et
  • Petites et moyennes entreprises.

Cela comprend, entre autres, des projets proposés par des sociétés de toutes tailles, des services différents et par des entités du secteur public , des banques nationales de promotion des PME  et des plateformes dédiées aux investissements .

Pour donner une idée de la manière dont les fonds peuvent être utilisés, deux projets qui ont déjà été financés sont :

  1. Nord Pas de Calais : Troisième Révolution Industrielle – Ce projet a impliqué des investissements pour la région de Calais dédiés à la promotion de l’efficacité énergétique et des stratégies à faible carbone dans les PME.
  2. Ile de France : Energie Posit-if – fournir une assistance financière et technique à travers une entité mixte publique aux propriétaires afin d’augmenter l’efficacité énergétique dans 40 000 appartements sur Paris et en Ile de France.
