Les premiers résultats de la consultation de la PAC ont été publiés

Les premiers résultats de la consultation sur la modernisation et la simplification de la Politique Agricole Commune (PAC), qui a eu lieu entre février et mai 2017, ont été publiés dans un rapport de ECORYS.

La DG AGRI a reçu un total de 322 912 réponses au questionnaire provenant des 28 États membres, principalement d’Allemagne (46%), de France (13%) et d’Italie (12%), ainsi que 1 423 documents de position. La plupart des répondants l’ont fait en tant que citoyens indépendants (97%), mais pas impliqués dans l’agriculture. Seulement 7% des réponses proviennent de personnes qui se considèrent comme impliquées dans l’agriculture.

ECORYS a pris soin d’identifier les campagnes et de les analyser séparément. En effet, sur ce nombre total de réponses, 258 575 d’entre elles proviennent de la campagne Living Land lancée par BirdLife Europe & Asie centrale, le European Environmental Bureau (EEB) et WWF Europe. Ainsi, après le nettoyage des données, seules 58 520 réponses demeurent.

La consultation publique a permis de mettre en évidence les trois défis les plus pressants auxquels l’agriculture et les zones rurales de l’UE doivent faire face, à savoir un niveau de vie juste pour les agriculteurs, les pressions exercées sur l’environnement et le changement climatique (atténuation et adaptation), ainsi que le manque de croissance et d’emplois. Tous les répondants conviennent que la PAC actuelle ne répond pas suffisamment aux défis environnementaux actuels tels que la perte de la biodiversité, la dégradation des sols, l’utilisation des pesticides et des engrais et la perte de la biodiversité génétique.

Tous les répondants conviennent également que la PAC devrait faire davantage sur les 3 priorités suivantes :

  • stimuler l’investissement, la croissance, l’emploi
  • atténuer et s’adapter au changement climatique
  • renforcer le marché unique de l’UE

Parmi les critères d’attribution de soutien direct qui ont été les plus fréquemment choisis, on retrouve les zones soumises à des contraintes naturelles / zones de haute valeur naturelle, le plafonnement, les mesures environnementales et climatiques, les jeunes agriculteurs et les petits producteurs.

Euromontana a également envoyé son document de position à la consultation de la PAC que vous pouvez lire ici. Selon les résultats, les principaux thèmes abordés pour les acteurs non économiques étaient l’argent public pour les biens publics, la nécessité d’une PAC plus respectueuse de l’environnement et du climat, une transition du 1er vers le 2ème pilier, une meilleure prise en compte des objectifs nutritionnels et de la santé publique, et la question de la marge de manœuvre accordée aux États membres ou non. Euromontana aussi a insisté sur les biens publics, la durabilité et le développement rural.
