Réforme de la PAC : actes délégués et d’exécution du PDR publiés

La Commission européenne a publié le 31 Juillet 2014, l’acte délégué et l’acte d’exécution sur le soutien au développement rural par le Fonds européen agricole pour le développement rural (FEADER) (complétant le règlement de base du développement rural (UE) n ° 1305/2013).

Les principaux éléments couverts par l’acte délégué peuvent être résumés comme suit:

  • Les jeunes agriculteurs;tomatoes-380286_1920 
  • les programmes d’échanges et de visites d’exploitations agricoles et forestières;
  • les systèmes de qualité;
  • le développement des exploitations agricoles et des entreprises;
  • le boisement et la création de surfaces boisées;
  • l’agroenvironnement – climat;
  • la conservation des ressources génétiques dans l’agriculture et la sylviculture;
  • l’exclusion du double financement;
  • le bien-être des animaux;brown-216001_1920
  • la coopération;
  • les prêts commerciaux aux fonds de mutualisation;
  • les investissements;
  • la conversion ou l’adaptation des engagements;
  • les engagements étendus ou nouveaux

Afin d’assurer une transition en douceur entre les périodes de programmation 2007-2013 et 2014-2020, l’acte délégué prévoit également certaines règles de transition.
