Un Manuel pour évaluer les effets de l’innovation sociale dans l’agriculture, la sylviculture et le développement rural

Ces dernières années, l’Union Européenne a de plus en plus considéré l’innovation sociale comme un moyen de relever de nombreux défis sociaux, économiques et environnementaux que ni le gouvernement ni le marché ne pouvaient résoudre directement. La mondialisation et la perte de petites activités économiques, le vieillissement de la population, les migrations, la perte de biodiversité ne sont que quelques-unes des questions clés auxquelles les innovateurs sociaux s’intéressent de plus en plus. Malgré toute cette attention, l’innovation sociale reste assez mal définie et manque d’un cadre d’évaluation commun.

L’évaluation est fondamentale pour les décideurs politiques et les praticiens qui soutiennent, conçoivent et mettent en œuvre des programmes et des projets. C’est pourquoi le projet SIMRA H2020 (innovation Sociale dans les Zones Rurales Marginalisées, 2016-2020), financé par l’UE, a élaboré un Manuel d’Evaluation pour mieux comprendre les dynamiques de l’innovation sociale, en décortiquant leurs retombées sur l’économie, la société, l’environnement et les institutions, et en concevant des interventions appropriées.

Coconstruit par des scientifiques et des acteurs concernés, le Manuel est pensé pour aider les évaluateurs, les praticiens, les décideurs politiques et les scientifiques, dans cette tâche et il offre une orientation complète sur la façon d’utiliser, d’interpréter et de communiquer les résultats de l’évaluation.

A la fin du document, vous pourrez répondre aux questions suivantes :

  • Quels sont les facteurs qui ont influencé le développement de l’initiative d’innovation sociale ?
  • Quels sont les facteurs qui ont fait le succès (ou l’échec) de l’initiative d’innovation sociale ?
  • Quels sont les effets et les résultats de l’initiative d’innovation sociale ?
  • Qu’est-ce qui peut être changé pour la rendre plus efficace (par exemple, avoir de meilleurs retombés de l’initiative d’innovation sociale sur l’environnement, l’économie, la société et la gouvernance/institutions) ?
  • Quels ont été les facteurs contraignants et facilitateurs, y compris le contexte, les agents et les questions politiques ?
  • Qu’est-ce qui peut être mis en évidence pour les individus ou les groupes qui s’engagent dans l’initiative d’innovation sociale dans les zones rurales marginalisées (enseignements tirés) et qui pourrait aider ces projets à prospérer ?
