Évaluation de la stratégie d’adaptation au changement climatique de l’UE : quel avenir pour les montagnes européennes ?

En 2016, la Commission a lancé une évaluation de la stratégie d’adaptation de l’UE (adoptée en 2013) afin d’examiner l’avancement de sa mise en œuvre et les résultats tangibles de la stratégie sur le terrain. Dans le cadre du processus d’évaluation, une consultation publique a été ouverte du 7 décembre 2017 au 1er mars 2018.

Dans sa réponse, Euromontana a souligné la nécessité de prendre en compte les spécificités des zones montagneuses malgré l’absence remarquable d’attention portée aux montagnes dans les grands traités environnementaux tels que l’Accord de Paris. Euromontana a également souhaité identifier les domaines dans lesquels la stratégie pourrait mieux cibler l’adaptation dans les régions de montagne, qui sont parmi les premières zones touchées par le changement climatique. Il s’agit par exemple de tenir compte des régions montagneuses dans les stratégies nationales d’adaptation, d’axer davantage les financements LIFE sur les services écosystémiques d’autant que les montagnes sont des points chauds de la biodiversité dans l’UE, d’améliorer la recherche et la production de données sur les impacts du changement climatique sur les régions montagneuses ; d’améliorer les politiques européennes agricole, de cohésion, du tourisme et de transport durable pour inclure des préoccupations spécifiques à la montagne ; de mettre l’accent sur l’amélioration des technologies de l’information et de la communication (TIC) dans les zones de montagne afin de réduire leur empreinte carbone et de permettre la collecte d’informations sur le changement climatique dans la région ; et enfin une meilleure gestion des risques dans ces zones.

Euromontana a répondu à cette consultation en formulant des recommandations pour améliorer l’efficacité de la stratégie dans les régions de montagne. Les recommandations sont basées sur la Déclaration de Bragança, sur les travaux de NEMOR (Réseau européen de recherche en montagne) et sur la réponse d’Euromontana à la consultation de la PAC de 2017. L’évaluation devrait être terminée d’ici la fin de 2018.
