La montagne maintenant sur les agendas de la recherche et de la cohésion nationale au Portugal

L’évènement Mountains 2016 a eu lieu à Bragança (Portugal) du 3 au 7 octobre 2016, articulé autour des Xèmes Assises européennes de la montagne (voir le communiqué de presse et les actes) consacrées à la « vulnérabilité des montagnes au changement climatique » et de la Ière Conférence internationale sur la recherche pour le développement durable en montagne (I ICRSDMR) consacrée aux « Services écosystémiques et développement durable » (voir notre article sur la présentation du projet PEGASUS à cette occasion). Au cours de cette semaine d’octobre, les montagnes ont été à l’honneur, ce qui a eu de fortes répercussions à plusieurs niveaux.

L’évènement Mountains 2016 a permis de mieux faire connaître l’adaptation au changement climatique dans les montagnes, en particulier au Portugal, où elle a eu lieu, mais aussi dans de nombreuses autres régions. L’un des impacts les plus importants a cependant été l’inclusion des « montagnes » dans les agendas nationaux de recherche et de développement au Portugal. Bien que les montagnes représentent près de 40% de la superficie du Portugal, la recherche sur les systèmes socio-écologiques des montagnes n’a pas été une priorité et les montagnes n’ont pas été considérées comme des zones cibles dans la politique de développement. Grâce à l’inclusion récente des thèmes de l’agriculture de montagne et de la recherche sur la montagne dans le programme national pour la cohésion territoriale publié par le gouvernement le 24 novembre 2016, les montagnes sont désormais des systèmes clés pour la recherche et l’agriculture au Portugal.

C’est à partir d’une proposition faite par le Ministre de la Science, de la Technologie et de l’Enseignement Supérieur du Portugal, Manuel Heitor, lors de la cérémonie de clôture de l’évènement Mountains 2016 et plus tard en réunion privée avec les organisateurs et invités, que l’idée est venue de constituer un pôle de recherche sur la montagne à Bragança, comme projet pilote d’un futur laboratoire collaboratif. Cette proposition a ensuite évolué vers un réseau de recherche sur les écosystèmes de montagne, désormais officiellement établi, et s’étend à deux autres zones montagneuses, à savoir les montagnes « Serra da Estrela » au centre du Portugal continental et la montagne « Pico » dans l’île Pico des Açores.

Les laboratoires collaboratifs seront partiellement financés par le gouvernement portugais dans le cadre d’un processus de budgétisation participative qui débutera en 2017 dans le but de promouvoir les programmes de recherche autour des principaux systèmes au Portugal impliquant non seulement des institutions de recherche mais aussi des municipalités et autres institutions publiques, ainsi que les associations et les entreprises privées.
