Séminaire PADIMA : Comment diversifier l’économie en zones de montagne ?

29-30 Novembre 2011, Le Puy en Velay, France

Le 3ème séminaire organisé dans le cadre du projet PADIMA – Policies Against Depopulation in Mountain Areas (Politiques contre le dépeuplement en zones de montagne) a eu au centre des discussions les initiatives réussies de diversification en montagne.Centre_congrsPhoto : Le centre des Congrès Hotel Dieu, Le Puy en Velay

A travers la journée de discussions (29 novembre) 7 initiatives ont été mises en valeur par des intervenants des 5 pays différents :

  • Tout d’abord l’exemple auvergnat de la création des bornes pour la distribution des services publics en zones de montagne et rurales (le projet Point Vidéo Publics – PVP), qui a suscité l’intérêt des participants nordiques : écossais, norvégiens et suédois, rencontrant les mêmes soucis dans la distribution des services publics,
  • Deux initiatives norvégiennes :
    • «Innovative Women» à destination des femmes vivant en région de montagne, les incitant à entreprendre par la mise en réseau, la formation et des aides à la création d’entreprises,
    • «Le cheval moyen pour l’installation, l’emploi et la qualité de vie » a montré comment on peut développer un cluster d’excellence dans le tourisme et l’élevage, quand l’ambition, le talent sont au rendez-vous avec l’appui financier public-privé,
  • Deux initiatives italiennes :
    « La culture des truffes » dans le nord de l’Italie (region Lombardie), où, grâce au savoir-faire combiné avec la recherche agricole, les partenaires locaux ont pu passer de la cueillette à la culture des fameux champignons, l’éducation des tout-petits (enfants vivants dans les villages de montagne mais aussi dans les villes environnantes) dans les fermes de montagne, aménagées en crèches,
  • Une initiative espagnole de micro finance montrant comment les autorités publiques espagnoles ont su s’adapter aux difficultés rencontrées par les petites entreprises de la région de montagne de Teruel, dans le contexte de crise financière d’après 2008,
  • Un projet de coopération entre les stations de ski suédoises, mis en place par les autorités régionales afin de leur permettre de faire des économies énergétiques et de mieux travailler en réseau dans l’objectif d’amélioration de leurs compétences et de la réduction des coûts.

Le 30 novembre les participants ont étudié la diversification économique sur le terrain, dans le Parc naturel régional Livradois Forez et dans la région autour. Voir la présentation faite dans la maison du parc ici.

🧊 Glaciers matter for water, food and livelihoods in mountains and beyond. This is what we are highlighting this year on 11 December, International Mountain Day.Every year, this day provides an opportunity to emphasise the crucial importance of these areas in terms of natural resources, biodiversity, identity, cultural heritage, ways of life, and more resilient models.
