La fuite des jeunes cerveaux et le vieillissement de la population sont deux problèmes majeurs dans les zones rurales et montagneuses. Comme le montre une étude réalisée en 2022 par Euromontana, 66 % des jeunes montagnards souhaiteraient rester en montagne mais citent le manque d’opportunités d’emploi et de dynamisme comme les principales raisons qui les poussent à envisager de partir. En conséquence, l’âge moyen des populations de montagne est plus élevé que dans les autres territoires, 4 des 6 régions les plus vieillissantes d’Europe étant des régions montagneuses. 2022 a été déclarée Année Européenne de la Jeunesse par la Commission européenne, et Année Internationale du Développement Durable des Régions Montagneuses par les Nations unies. Cette conjonction d’engagements internationaux soulève la question de savoir comment les politiques européennes, et en particulier la Politique de Cohésion 2021-2027 et les fonds du Next Generation EU, répondent aux besoins des jeunes dans les zones marginales, telles que les montagnes. Ces politiques sont-elles suffisamment ambitieuses pour être à la hauteur des défis auxquels sont confrontées les montagne et offrir aux jeunes les mêmes opportunités que dans les autres territoires d’Europe ?
