A new CAP: mountains of opportunities

The new Common Agricultural Policy (CAP) will start to be implemented from January 2015. There are many significant novelties, such as the ‘greening’ dimension, which aims at rewarding farmers for maintaining landscapes and biodiversity and providing food security. Besides, with the new concept of “active farmer”, direct payments will only be granted to persons who carry out a minimum agricultural activity. In addition, Member States will have more choices and flexibility than ever before to implement the CAP at national and regional level.

Mountains provide a special environment in which they are made mountain products have specific characteristics and farmers have to face specific challenges. Agriculture often represents the basis of the local economy and is closely inter-related to other sectors, such as agri-food industry and tourism.

Mountain farming and European mountain areas share the same specificities and are all concerned by the CAP. How can mountain rural actors benefit from the new CAP? Which CAP tools are available for mountain stakeholders?

“A new CAP: Mountain of opportunities” is an information campaign coordinated by Euromontana, the European multi-sectoral association for cooperation and development of mountain territories, in collaboration with six of its members from Italy, France, Portugal, Spain, Slovenia and Romania. This campaign is co-funded by the Directorate General for Agriculture and Rural Development of the European Commission.

By facilitating exchanges between rural mountain stakeholders, we aim to find out how to make the most of the new CAP’s instruments. We are preparing several activities and tools within the few months to come: information materials and updates on this website and our social media (Facebook and Twitter) but also some events – five national seminars in France, Italy, Slovenia, Romania and Portugal and a three–day European conference to be held in October in Bilbao, Spain.
