First meeting of the Rural Networks’ permanent Subgroup on LEADER

The first meeting of the Rural Networks’ permanent Subgroup on LEADER and Community-Led Local Development (CLLD) took place in Brussels on 21 April 2015. 105 participants representing all 28 EU Member States attended the meeting, including representatives of Managing Authorities, National Rural Networks, Local Action Groups (LAGs) and European organisations. Euromontana included.

Euromontana has achieved to have one of the 12 seats dedicated to EU organisations on this subgroup and is represented by Primož Skrt, our member from the Posoški razvojni center (Soca Valley Development Center) in Slovenia.

The participants discussed with the aim to monitor and analyse the implementation of the LEADER measure in Rural Development Programmes, to foster transnational co-operation, to identify common issues and good practices in LEADER/CLLD and to stimulate peer learning and capacity building of LEADER/CLLD actors.

For 2014-2020, the growth of the number of LAGs will continue: implemented in 28 Member States, 109 out of 118 Rural Development Programmes can finance them, for a total of €9.4 billion total of public expenditure. It is expected to have around 2050 LAGs supported ( 2416 LAGs existed from 2007-2013).

The discussion was divided in eight priority themes:

  • Approaches to multi-funding
  • Delivery systems
  • Capacity building for Local Action Groups (LAGs)
  • How to support transnational cooperation effectively
  • Measuring the success of LEADER/CLLD
  • LEADER/CLLD as a tool to achieve local development priorities
  • LEADER/CLLD and innovation
  • LAGs as communicators
