Is the Youth Guarantee efficient to improve the unemployment rate of young people?

The Youth Employment Initiative particularly supports young people not in education, employment or training in the Union’s regions with a youth unemployment rate in 2012 at above 25% by integrating them into the labour market .This Youth Employment Initiative is implemented under the name “Youth Guarantee”, following the adoption of the Recommendation on the 22nd April 2013. It aims to ensure that all those up to 25 years old would receive a quality offer of employment, education, training or apprenticeship within the next 4 months of becoming unemployed or leaving school. Member States have started to implement this Youth Guarantee and in a 4-page publication the European Commission has assessed the first results of this new scheme.
