The French rural agenda: what place for mountain areas?

In September 2019, the French government announced the first measures of its rural agenda. The government’s reflections were enriched by the report “Rural areas: an ambition to be shared” of the Rural Agenda Mission. This new rural agenda raises questions about the place of mountain territories in the French government’s future measures.

Resulting from three months of work, during which 180 stakeholders were consulted, the report “Rural areas: an ambition to be shared” was presented to J. Gourault and D. Guillaume, French Ministers for Territorial Cohesion and Agriculture, in order to provide concrete guidelines for the development of rural areas. In September 2019, the Prime Minister announced 173 measures, partly based on the report, to revitalize rural areas.

While the authors of the report highlighted the diversity of French rural areas, mentioning rural areas in the plural and suggesting tailor-made policies, the measures announced by the government barely reflect this vision, leaving a vague picture of the provisions for mountain areas. The announced measures  will therefore have to be further clarified and their financing and implementation, in the context of the post-2020 CAP and the new Cohesion Policy, will have to be more detailed.
